That evade technique(Shave)is only usable by Luffy when hes in Second Gear as his body isnt able to keep up otherwise.And it does shorten his life every time so yeah he cant bring that out

It only ever shortened his life when he first unlocked it. It takes a massive toll on his body tho every time he uses it
